Construction administration for Florida land development

Florida agencies want specific paperwork before new water, sewer and stormwater systems go into use. Planning for it from the start keeps closeout from stalling.

What Florida agencies need at closeout

For water mains, the permittee files a certification of construction completion before new public water system parts go into service. It includes bacteriological test results and the record drawings that show changes from the permit. Service starts only after written clearance from FDEP or the approved county health department (Rule 62-555.345, F.A.C.).

For sewers, the permittee files a notification of completion of construction through FDEP's Business Portal before a new collection system operates. If a delegated local program issued the permit, the notice goes to that program (Rule 62-604.700, F.A.C.).

For stormwater, work under an Environmental Resource Permit is certified as built to the permit on Form 62-330.310(1). The permit then converts to the operation phase (Rule 62-330.310, F.A.C.).

Sites under FDEP's Construction Generic Permit keep a stormwater pollution prevention plan during the work. The operator files a notice of termination within 14 days of final stabilization.

Can MES administer construction on plans another firm designed?

Yes. We provide construction administration on our own designs and, when an owner needs it, on plans prepared by another firm.

When can a new sewer system start operating in Florida?

Operation can begin 3 days after the permitting agency receives the completion notice, or 10 days if substantial deviations are noted, unless the agency raises health or environmental concerns.

Who certifies stormwater work at the end of an ERP project?

The permittee submits the as-built certification on Form 62-330.310(1). We prepare the as-built records that back it up.
