Bitter Creek Water Supply IH-20 waterline relocation
Four miles of waterline moved clear of TxDOT IH-20 work while Bitter Creek customers kept water service.

About the project
The problem
TxDOT improvements along the IH-20 corridor in Sweetwater, Texas required four miles of existing Bitter Creek Water Supply Corporation waterline to be relocated to avoid conflict with the road project.
Bitter Creek customers needed their water service to stay on throughout the work.
The pathway
MES worked directly with TxDOT officials so the relocation met the agency's specifications, requirements and timelines.
During construction, MES provided on-site engineering. Staff made regular site visits, flew drone inspections along the waterline and reviewed shop drawings against the design.
In the field, MES set out next steps with the contractors, surveyors and Bitter Creek staff. The team worked through grading and existing utility questions as they came up.
MES wrote field reports during construction and prepared the payment requests submitted to TxDOT for reimbursement.
The result
The four miles of waterline were moved clear of the TxDOT project, and Bitter Creek customers kept water service throughout the work.
Field work wrapped up in December 2024. The last field report, number 60, is dated December 22.
In February 2025, MES sent TxDOT the final pay application and the as-built drawings.
