Phippsburg and Milner wastewater plants and collection system
Two replacement wastewater plants and 20,000 feet of sewer lining designed for two Routt County communities.

About the project
The problem
Phippsburg and Milner are two communities in Routt County, Colorado. Their aging wastewater treatment plants could no longer meet growing demand or their discharge requirements.
The collection pipes and manholes in both communities were aging too. They needed rehabilitation to keep service reliable.
The pathway
MES led the civil design for both replacement plants at the same time. The work covered site layout, grading, drainage and utility connections, plus the plans and specifications.
The new plants are sized at 32,500 and 30,000 gallons per day. Their effluent limits include 5 mg/L BOD and 1 mg/L TSS.
For the collection systems, MES prepared lining plans and specifications for 20,000 linear feet of pipe, plus manhole lining and improvements in both communities.
MES worked with local officials to prepare the grant funding documents for the collection work.
During construction, MES supported the construction team and updated the drawings for the Milner influent sewer, lift station and generator pad. MES also reviewed shop drawings for the Phippsburg lining.
The result
Both plants were under construction in 2024. Site photos from May to October 2024 show the new cast-in-place concrete tanks taking shape at both sites.
The grant documents helped both communities secure funding for the collection system upgrades.
In January 2026, MES reviewed the as-built drawings for the lining work in both communities.
