Water and wastewater engineering in Cypress
Cypress is unincorporated, in northwest Harris County. Much of the area gets water and sewer from municipal utility districts, or MUDs.
MES designs the water lines, sewer lines, lift stations, force mains and treatment plants that serve new development there. We also do site civil work and support projects through construction.
How permitting and review work in Cypress
TCEQ oversees MUDs. It reviews petitions to create many of them and approves most district bond issues. Some districts are created by the Legislature instead.
TCEQ also sets the state design rules for public water systems and for wastewater systems. A district plant that discharges needs a TPDES permit.
Much of Cypress lies in the City of Houston's extraterritorial jurisdiction. Plats there go to the Houston Planning Commission. Harris County reviews development in the unincorporated area.
Groundwater pumping falls under the Harris-Galveston Subsidence District. Much of the Cypress area is also inside the North Harris County Regional Water Authority, which is moving districts from groundwater to surface water.

Who reviews my plat?
It depends on where the land sits. In Houston's extraterritorial jurisdiction, the Houston Planning Commission reviews the plat. Harris County also checks it against county rules before Commissioners Court approves it for recording. Outside any city's jurisdiction, Harris County alone reviews it.
